BUV and CEFALT Partner to Leverage AI for Modernizing Public Administration

Mr. Tran Xuan Thuy, Deputy Director of the Ho Chi Minh City Department of Foreign Affairs, stated that the importance and benefits of artificial intelligence are opening numerous opportunities to help Ho Chi Minh City effectively meet the needs of its citizens and build a modern public administration system.  

As part of the collaboration between British University Vietnam (BUV) and the Center for Foreign Affairs and Language Training (CEFALT) under the Ministry of Foreign Affairs of Vietnam, BUV, in partnership with CEFALT, is organizing another training session on the application of artificial intelligence (AI) in public administrative services on September 13-14, specifically designed for senior management of CEFALT. 

The training event focuses on the theme of “AI: Simplifying Government Procedures & AI Tools for Effective Government”, providing an overview of AI, its applications in public services, and how to implement AI in various public service activities such as healthcare, occupational safety, and transportation. 

The training covers topics such as Simplifying Government Procedures – Hands-On Strategies to Implement AI for Better, Faster Government Services; Application of AI in public administrative services for officials, civil servants, and public employees involved in specialized work; and for individuals and organizations with training needs.   

At the opening ceremony, the event was attended by Mr. Dang Quoc Toan, Chief of the Office of the Ho Chi Minh City People’s Committee; Mr. Tran Xuan Thuy, Deputy Director of the Ho Chi Minh City Department of Foreign Affairs, along with leaders from various agencies, departments, and related organizations. 

In Vietnam, AI is projected to contribute approximately $23 billion to the national economy by 2030, according to the Ministry of Information and Communications. As AI continues to drive innovation across various sectors, its potential impact on government operations is immense.  

Ho Chi Minh City, as Vietnam’s largest economic and urban center, is facing significant challenges in urban management, a dense population, and the need to improve the quality of public administrative services. Therefore, the application of AI in public services has become more urgent than ever. 

“Artificial intelligence can automate complex processes, helping to reduce processing time, enhance transparency, make accurate and swift decisions, and improve administrative efficiency. Furthermore, AI is capable of analyzing complex data,” emphasized Mr. Tran Xuan Thuy. To meet the expectations of citizens and enhance administrative efficiency, the application of artificial intelligence in public services has become more urgent than ever.

Dr. Ali Al-Dulaimi, the Discipline Lead of the School of Computing and Innovative Technologies at BUV, leads the workshop, stated that the objective of the course is to study the application of artificial intelligence in governments around the world, and from there, assess the benefits and challenges of implementing AI in public administration in Vietnam.

“We will assess the conditions, factors, and readiness for the application of artificial intelligence in public services in Vietnam. Through this, we will collectively outline a strategy for implementing AI within government agencies and explore the approaches that different stakeholders can take toward this initiative,” Dr. Ali Al-Dulaimi emphasized before starting the training session. The training course on AI and digital transformation is designed for leaders of departments and sectors, managers of agencies and organizations, as well as officials, civil servants, and public employees. It is implemented in alignment with the Ministry of Foreign Affairs’ leadership directive for the future development and application of Semiconductor Technology and AI. 

Following the successful outcome of the training programme, Mr. Tran Xuan Thuy proposed that BUV continue its collaboration with CEFEALT to organise similar training programmes regularly. This suggestion reinforces the value of BUV and CELFALT’s expertise in providing innovative, high-quality educational experiences that contribute to the development of public sector leadership.
